Recently, in order to implement the development concept and important guiding spirit of "Clear waters and green mountains are as good as mountains of gold and silver. " proposed by general secretary of the practice, and to contribute to the achievement of the overall goal of carbon peak in 2030 and carbon neutralization in 2060, Mr. Li Jianjun, Chairman of CRDG, and Mr. Li Fanrong, came to Heihe city of Heilongjiang Province to sign service contract and cooperative development contract related to carbon exchange cooperation with Xunke Zhongsen Agricultural & Forestry Development Co., Ltd. and Heihe Guilong Economic and Trade Co., Ltd., and discussed and reached a consensus on the future follow-up cooperation.

Heihe city is located in the north of Heilongjiang Province. It is located in the east of Daxing'an Mountains, the north of Xiaoxing'an Mountains, the southeast of Yichun City and Suihua City, the southwest of Qiqihar City, the west of Inner Mongolia autonomous region across Nenjiang River, and the north of Daxing'anling. With the center line of Heilongjiang's main waterway as the boundary, and across Heilongjiang from blagoveshinsk, the capital of Amur Prefecture, the third largest city in the Far East of Russia, it is the only pair of corresponding cities with the largest scale, the highest specification, the most complete functions and the closest distance on the Sino Russian border, and the nearest distance is only 750 meters. Heihe city is rich in forest resources, which is an important part of the ecological barrier of the big and small Xing'an Mountains and one of the three key forest areas in Heilongjiang Province. The total forest land area of the city is 32.277 million hectares, the local forestry land area is 3077000 hectares, and the forest area is 2070000 hectares. The total volume of forest stands is 129million cubic meters, and the forest coverage rate is 48.2%. Heihe forest has a typical plant distribution characteristics of large and small Xing'an Mountains. The main forest types are coniferous mixed forest, larch forest, broad-leaved mixed forest, Betula platyphylla forest, etc. the main tree species are Korean pine, Larix gmelinii, Betula platyphylla, oak, Betula platyphylla, etc., which is the northernmost distribution of natural Korean pine in China. Grassland is 9.0543 million mu, including 4.5197 million mu of natural grassland, 15 million mu of artificial grassland and 4.0341 million mu of other grassland.

Climate change is a global problem that human beings are facing. With the emission of carbon dioxide, greenhouse gases are increasing rapidly, threatening the life system. In this context, China has proposed the carbon peak and carbon neutralization goals. China plans to achieve the goals of carbon peak and carbon neutralization in 2030 and 2060 respectively, that is, to achieve the highest carbon dioxide emissions in history by 2030, and then gradually fall back, to offset its own carbon dioxide or greenhouse gas emissions through afforestation, energy conservation and emission reduction, and to achieve positive and negative offsets in 2060, and relatively achieve "zero emissions". During the 13th Five Year Plan period, China's efforts to tackle climate change have achieved remarkable results: carbon emissions in 2020 have decreased by 18.2% compared with 2015;  the energy consumption per unit industrial added value of Enterprises above designated size decreased by more than 15% compared with 2015; a total of 529 million mu of trees have been planted and 11.6 billion trees have been planted voluntarily. At present, the national forest area is 3.3 billion mu, and the forest coverage rate is 22.96%. Among them, the artificial afforestation area accounts for more than one third of the total forest area in China. The Group hopes to contribute to carbon emission reduction, carbon peaking and carbon neutralization with the joint efforts of all Parties involved.
